The levels given are for Normal difficulty you can add approximately 25 levels to these numbers if you're playing on Nightmare and 50 to them if you're playing on Hell. Still, it can help you see how likely you are to hit a particular enemy type. Your foes' level isn't tremendously necessary knowledge of gameplay. Here, we've grouped these monsters by the name of the first type you encounter. The problem with the current design of CTA though is that with BO it always makes sense to make a CTA for any build. This could mean creating new or buffing some items to compete more with CTA (instead of changing it). I just think the game could be more fun if more viable swap options were available. That's a design problem that the game would be better by addressing it some way. I don't see how it makes sense to say the game isn't balanced around it to some degree. No other item other than torch and anni are as unilateral across classes and builds as CTA (possible Shako). Almost any build guide you can find says to have CTA on swap. Sure you can run without it, but you're just strictly worse off doing so. Frankly you don't see almost any builds not having it or benefiting from it. You don't see many uber builds not taking cta. I think the problem is that the end game is balanced around having CTA on swap.
